To get them back on their feet what we need is construction materials. Can give you a decent pay packet for them too.
If you don't know already how to get construction materials, your best bet is to read United Resource Workers' A Salvager's Guide to Material Collection. That'll set you on the right path.
Once you've got the order ready, you'll need to drop it all off at Destination · Target · Address.
